He was born on September 16, 1939, in Bainbridge and was the son of the late Lloyd and Mary Beachler Skaggs. On October 24, 1959, he married his wife of sixty-four years, the former Bertha Bates.

Harold was a 1957 graduate of Bainbridge School and had worked as a farmer and was the Fayette County Fairgrounds Manager for twenty-one years. After his retirement from the fairgrounds, Harold worked as a maintenance man for Peebles and did zoning for Fayette County / Union Township. Harold liked to be a part of everything and willingly served his community in many different aspects. He was known as an “inventor” and enjoyed "tinkering" with the many gadgets he made. Harold enjoyed many things such as pushing snow, taking long rides with his wife, especially at Deer Creek and to his family, he was known as the “King of Croquet”, always using the blue mallet. In addition, Harold enjoyed spending time with his family most of all and will be dearly missed by all who loved him.

In addition to his wife, survivors include his children, Jeff (Cindy) Skaggs, Mike (Tanya) Skaggs, and Tim (Renee) Skaggs; his grandchildren, Jonathon, Brian and Karen Skaggs, Sharon Skaggs, Jessica Bennett, Jyllian Skaggs, Ashley Musselman and Austin Skaggs; his great-grandchildren, Audrey, Christopher, Rylen, Emersyn, and Lynnlee. Also surviving are his sisters, Helen Mills and Frances Primer, his brothers, Rodney Skaggs and Wesley Skaggs and his dog, Precious.

Along with his parents, Harold is preceded in death by his granddaughter, Alicia Skaggs; his sister, Eleanor Taylor; his brothers, Floyd Skaggs, Delbert Skaggs, Delano Skaggs, Roger Skaggs, Curtis Skaggs, and Lesley Skaggs.
